I retired 12/31/2015. I just completed what I hope is my first, but not last, novel. I also make handmade functional pottery.
Prior to my retirement, I had a busy and interesting career.
I joined MITRE in May 2005, supporting the Intelligence Community (IC). I have served as a Group Leader and Project Lead and have supported several MITRE internal projects. I was one of six core members on the team which conducted a congressionally directed Independent Assessment of a major IC program from September 2005 through January 2006. In 2011 and again in 2013 I was part of the team which conducted an independent assessment of an FBI unit in Clarksburg, WVa at the request of the Director. During the time I supported NGA I was a technical advisor to the source selection team on multiple source selections. While supporting the Director of National Intelligence Contracts Department, I prepared acquisition documentation for an acquisition of over $1B for technical services, including the Acquisition Strategy, Acquisition Plan, Statement of Work, Source Selection Plan and RFP. Prior to joining MITRE Corp, I was a program manager at ANSER Corporation on a contract with the Department of Homeland Security and before that a Senior Member of the Professional Staff at SRA International. I served as the SRA Program Manager for the Innovation and Technology Insertion Office, directly supporting the Deputy Undersecretary of Defense, Advanced Systems and Concepts (DUSD-AS&C). Prior to entering government service in 1989, I had more than 24 years experience as a DoD contractor, principally with IBM Federal Systems Division. I served on the Flight Support Team for the Apollo Program at the Manned Spaceflight Center in Houston. I entered government service as a GS-15-10, serving as a professor of systems acquisition management at the National Defense University and then at Defense Acquisition University (DAU) where I was also Director of Research and Consulting. I served as a member of the Board of Examiners for the Malcolm Baldrige National Quality Award in 1993, and I am a 1996 graduate of the Federal Executive Institute (FEI) program, Leadership in a Democratic Society. I am DAWIA Level III in Program Management, a Project Management Institute certified Project Management Professional (PMP) and a Certified Quality Analyst (CQA). I was the IEEE Working Group Chairman for the development of IEEE Standard 982.1 for software reliability metrics and the associated Guide, 982.2. I was awarded IEEE Senior member status for this effort. I am also an attorney-at-law licensed to practice in Virginia and several Federal courts. In 1985, and again in 1986, I was selected to participate in the exchange of distinguished engineers and scientists program and visited France as a state guest to discuss my work in software reliability. My doctorate is in the Program Management of Science, Technology and Innovation, with a minor in Leadership. My dissertation is on Critical Success Factors for DoD Program Management. Member of Mensa.
